Quarter 3 - 2022 Project Progress Report

The “Disability Rights Enforcement, Coordination and Therapies” (DIRECT) project has a goal to expand opportunities for persons with disabilities in Vietnam through higher quality and sustainable services, awareness, and advocacy strengthening, and two objectives: 1) Enhanced resources for disability programs and services, and 2) Enhanced access to quality rehabilitation services). DIRECT is funded by the United States Agency for Interbational Development (USAID).
DIRECT is expected to achieve these major results during 2015-2023:
• Approximately 8,000 persons with disabilities received direct service from the activity, including rehabilitation, home care, and home modifications assistance.
• Multi-disciplinary rehabilitation service provided in at least 10 health facilities in each target province with proper mentoring and coaching.
• Increased availability of in-province capacity for training, mentoring, coaching, and quality assurance for rehabilitation and home care.
• Improved health insurance policies for rehab services and the coverage in target provinces.
• Improved disability rehab and data collection in target provinces.
• Improved policy and governance of rehab services, nationally and in target provinces.
• Improved knowledge, capacity and skills of 6,900 service providers and caregivers in gender and home-based supports/cares for persons with disabilities.
In Fiscal Year 2022, the project plans to achieve these major results and deliverables:
✓ 2,700, persons with disabilities will have received direct assistance (this includes 1,300 new beneficiaries)- among them, 169 will benefit from home improvement supports
✓ At least 77% of beneficiaries demonstrated improvement in Activities of Daily Living (ADL).
✓ Increases in occupational therapy (OT) services at new rehab units in the three project sites.
✓ At least 10% increase in number of clients served at rehab units supported by the project.
✓ 1,327 service providers and caregivers will be trained to support persons with disabilities. Of these, 822 are rehabilitation practitioners and 505 are communal health providers and palliative caregivers. A majority will be demonstrated improvements in capacity to support persons with disabilities.
✓ 670 services providers and caregivers will be trained on GE/GBV
✓ 11 policies, procedures developed and/or drafted, including 5 new policies: circulars on scope of practice for rehab practitioners; guidelines for disability classification and determination; guidelines for rehabilitation diagnosis and treatments; MOLISA circular for budgeting guidance for its sectoral rehab plan and revision of disability law; 6 unfinished policies: Circular 46; additional technical procedures and costs for occuaptional, speech, physical therapies (OT/ST/PT) services; the MOLISA sectoral action plan for rehabilitation; the decree on social work services; and the health insurance law, national rehab strategy,
✓ 31 local organizations supported in capacity building (of which, all 16 rehab units and 7 VAVA/disabled support centers show improvements in rehab and disability services capacity; while 7 government organizations ministries of health; labor-invalids and social affairs (MOH, MOLISA), departments of health; labor-invalids and social affairs (DOHs (3), DOLISA/PCD (2); and 1 private center show improvements in new policy/plans/systems serving the disabled.
The planned FY2022 outputs and deliverable expected to contribute to achievement of the project’s overall expected results and outcomes as mentioned above.
2. Summary of Results to Date

1,646 persons with disabilities received direct assistance, achieved 148% quarter target. Of these, 308 are new beneficiaries, achieved 86% quarter target.
✓ At least 85% of beneficiaries demonstrated improvement in ADL.

✓ 1,327 service providers and caregivers will be trained to support persons with disabilities. Of these, 822 are rehabilitation practitioners, and 505 are communal health providers and palliative caregivers. A majority demonstrated improvements in capacity to support persons with disabilities.
654 service providers trained in the quarter, or 330% of quarterly target. The excess of target is thankful to relax in COVID restrictions at project sites, allowing several training taken place.

✓ 13 policies, procedures developed and/or drafted, including 5 new policies: circulars on scope of practice for rehab practitioners; guidelines for disability classification and determination; guidelines for rehabilitation diagnosis and treatments; MOLISA circular for budgeting guidance for its sectoral rehab plan and revision of disability law; 8 unfinished policies: Circular 46; additional technical procedures and costs for OT/ST/PT services; the MOLISA sectoral action plan for rehabilitation; the decree on social work services; and the health insurance law, national rehab strategy, revision of LET, NTP on poverty reduction and social welfares 2021-2025.

✓ 31 local organizations supported in capacity building (of which, all 16 rehab units and 7 Vietnam Association of Victims of Agent-orange/dioxin (VAVA/disabled) support centers show improvements in rehab and disability services capacity; while 7 government organizations MOH, MOLISA, DOHs (3), DOLISA/PCD (2); and 1 private center show improvements in new policy/plans/systems serving the beneficiaries with disabilities.
