VNAH Fact Sheet and Major outcomes as of December 2022

Vietnam Assistance for the Handicapped (VNAH), a U.S.-based nonprofit, has worked in partnership with international and local organizations since 1991 to create sustainable programs providing direct support to disadvantaged Vietnamese, especially adults and children with disabilities and ethnic minorities, in overcoming obstacles to an improved quality of life and social integration. VNAH has also provided technical assistance for the development and implementation of national disability policies and capacity-building for local service providers.

Major outcomes of these programs as of December 2022 include:

• 78,000 persons with disabilities have benefited from direct assistance in rehabilitation, assistive devices, education, vocational training, jobs, accessible latrines, and clean water.
• 22,000 local social service providers, civil servants and caregivers have been trained and empowered to better support persons with disabilities.
• 140 schools, 29 rehabilitation units and 5 vocational training schools have been build, equipped and empowered to improve access to services for children and ethnic minorities.

National, provincial and local policies developed with VNAH's technical assistance have positively impacted millions of persons with disabilities, directly or indirectly:

• Vietnam National Disability Law
• National and provincial action plans and programs for disability and rehabilitation services
• Policies and technical procedures that have expanded services and insurance coverage for disability and rehabilitation services.
• National accessibility codes and standards in public construction, transport, and ICT.
• The Disability Information System that has been adopted by the national health system
• Establishment of the inter-agency National Coordinating Council on Disability (NCCD, a predecessor of NCD)m the national Vietnam Federation for Disabilities and over ten disabled people's organizations.

Training curriculum and training of trainers in: barrier-free access designs, social work with people with disabilities, occupational and physical therapies and vocational rehabilitation.

Major international donors and partners: U.S. AID, ASHA, U.S. DOL, Disabled American Veterans, the Freeman Foundation, the Ford Foundation, the Nippon Foundation, the Asian Education Friendship Association, the Sasakawa Peace Foundation, the Aspen Institute, DAI Inc., Canada Executive Service Organization (CESO), Australian Volunteer International (AVI), the Butterfly Basket Foundation (BBF), Curtin University, Kennedy Krieger Institute, Pragmatics Corp, and many other organizations and individuals.

Từ năm 1991, Hội Trợ giúp Người khuyết tật Việt nam (VNAH) – có trụ sở tại Hoa Kỳ - đã cùng đối tác Việt Nam và quốc tế thực hiện nhiều dự án nhằm cải thiện chất lượng sống cho người khuyết tật (NKT) và trẻ em có hoàn cảnh khó khăn. VNAH cũng hỗ trợ kỹ thuật cho xây dựng và triển khai các chính sách liên quan đến khuyết tật, và đào tạo nâng cao năng lực cho các bên cung cấp dịch vụ cho người khuyết tật.

Một số kết quả tính đến tháng 12, 2022:

• 78.000 người khuyết tật được hỗ trợ trực tiếp về phục hồi chức năng, dụng cụ trợ giúp, giáo dục hoà nhập, đào tạo nghề, việc làm, phát triển sinh kế, xây sửa nhà ở và nhà vệ sinh, nước sạch, và tập huấn nâng cao năng lực, v.v.
• 22.000 nhân viên y tế, xã hội, giáo dục, giao thông, xây dựng và người chăm sóc được đào tạo, tập huấn để cung cấp dịch vụ, hỗ trợ tốt hơn cho người khuyết tật.
• 140 trường/điểm trường phục vụ học sinh vùng dân tộc thiểu số và nông thôn; 29 khoa/đơn vị phục hồi chức năng và 5 trường dạy nghề được xây dựng, hỗ trợ trang thiết bị.

Hàng triệu người khuyết tật được hưởng lợi từ các chính sách do VNAH hỗ trợ kỹ thuật:

• Luật người khuyết tật.
• Các đề án, chương trình trợ giúp xã hội và phục hồi chức năng cho người khuyết tật cấp quốc gia và cấp tỉnh.
• Các thông tư thúc đẩy phát triển hỗ trợ/dịch vụ xã hội, phục hồi chức năng, các danh mục dịch vụ kỹ thuật phục hồi chức năng và bệnh án phục hồi chức năng.
• Hệ thống thông tin người khuyết tật (DIS) hiện đang được Bộ Y tế triển khai toàn quốc.
• Các tiêu chuẩn, quy chuẩn về tiếp cận cho người khuyết tật trong xây dựng, giao thông, và thông tin truyền thông.
• Hỗ trợ thành lập Văn phòng Điều phối quốc gia về khuyết tật (NCCD, tiền thân của NCD), Liên Hiệp hội người khuyết tật (VFD) và gần 10 Hội người khuyết tật cấp tỉnh và huyện.

Xây dựng giáo trình và đào tạo giảng viên nguồn: trong thiết kế và giao thông tiếp cận cho NKT, công tác xã hội với NKT, hoạt động trị liệu, vật lý trị liệu và phục hồi chức năng lao động.
